In Gimp. Under Filters>lighting>shadows. From there you can adjust the settings and color of the shadow. =) It'll offset your image quite a bit and create more layers, so personally, I'd suggest applying shadows to whatever part of your image you want the shadow on, in another project, flattening the image and shadows to one layer and then copying and pasting to your actual image.
