dusty arena

Probably not the right place to ask this but couldn,t see any. I am making a small arena 35' x 70' app. And dirt is real fine and powdery (dusty) What's the way to get it not real dusty? Water is just the answer? Bring in alot of sand? Other material to mix up with? Just looking for some suggestions on proper ways and not spending a mint?

I would advise to add some sand or continue watering it. We have an arena that has footing similar to multch. We water it every day that it is used. Instead of watering every day we would dump the horses' watever buckets in the arena while cleaning them to help water it down.
I've also heard of our sand and rubber chunked footing getting oiled once a year. I do not know how expensive it is.
