I have not taken the time to go back to read your other posts regarding tie downs, so I'm going to tell you when I use them. If I have a horse that after training on the pattern, at a walk trot and lope, that can not maintain a balanced turn, I will try one on that horse. If the tie down helps it balance, I will continue to use it for a while. After a while of using it, I will usually try it again without it, to see if the tie down is still needed. Everybody is different, so you'll get various opinions on this matter. I am not for or against tie downs, they have their purpose. More often than not they are used incorrectly, but the only thing I can do about that is to use them correctly and try to educate others, but I can't make them see things my way.
