I have 2 large drafts (bigger is 18hh, smaller is about 17.2) and they are often penned with a 14.2 hand horse with no issues. Actually, the smaller horse is the boss of the bunch LOL. Of course, when you first let them out together, keep a close eye to make sure there isn't too much aggression going on. Some chasing is fine and expect some biting and kicking at first. Once they are introduced, they will play at a level that is safe for both. I have a yearling filly that is about 12.2 hands and she was out with them for a while. She and the 18hh percheron would play occasionally.
Yes, they are hard on fences. I strongly suggest you buy a charger and put up at least one strand of electric fence inside the regular fence to keep them from leaning/sitting on it.
