Your horses are probably only eating the better quality hay and leaving the thick stemmy stuffbehind. I find that my horses will eat stemmy hay but will only pick at it. If I get some nice fine grass hay, they will bobble it up. Maybe look for better quality hay. Its not just your horses, they just know where the better nutrition is.
