If he's just turning 3 then it's almost a certainty that he'll get taller. For me, measuring the distance between the knee (just above the cannon bone) to the coronet band (top of the hoof) on my young horses gave a pretty good indication of how tall they were going to get. (1 to 4 ration...16 inch = 16 hands). Most draft crosses, especially if he's crossed with another tall saddle horse breed, will grow until about 6 and sometimes beyond. The rate will have slowed. They get most of their height before 3, but can still had inches of the remaining years. And those inches do add up when you're wanting to mount
My girl is almost 16.3 at 3.5 and I wish she would have already stopped, although I know she'll probably put on another 2 or 3 inches in the next 3 years.
Not having anything but his age and current height to go by, I'd still think he'll exceed 16 hands easily. By how much would be pure guessing.
