Free much stretch

OK, I am in a state of confusion here. In scribing for a judge this weekend, she indicated that she looks for a stretch that is out and forward, just at or slighlty below shoulder level yet in other training, the trainer told me that the horse's nose should be as low as the horse will carry it but also slightly stretched forward, in other words, not just down.

Anyone have any idea where the "proper" point is for judging the stretch? I have to wonder if there is a point where the head is simply TOO low. I can get my horse to basically put his nose on the ground in the "stretchy" trot circle, maintain contact and maintain his rhythm but is this truly what they are looking for?

I'm just starting Dressage but from what I've observed, the Judge probably wants to see your horse reaching for the bit and holding their own without you holding them up. You can decide how long the reins should be. Probably feed the horse out slowly until they're comfortable and don't suck in from the bit pressure.
