info on doctor's buggy

About 20 years ago my husband( an eye doctor) had a patient with a large bill. She gave us an old Montgomery Wards doctor's runabout buggy(early 1900) to pay the bill. My husband restored the buggy and put on new wheels. I am now trying to sell it and have noticed under the buggy is a metal plaque with the number 304 on it. Does anyone know what that number means?

Might be the serial number? Or model number? No clue really, just guesses :)
