Are pony carts exchangable?

I was just wondering if you could turn a pony cart into a horse cart?

By maybe changing out the shafts and getting bigger tires? (Most of the ones I've seen have the metal shafts.)

Or would the cart still be too narrow? It seems there are pony carts everywhere and not a horse cart to be found.

At this rate I think it would be easier to just buy a pony.

What is your budget?

No a pony cart would not retrofit properly for a horse
