Your 11.5" saddle may have been mis-measured or this was a typo. My 8-year-old rides in a 16", though she should ideally have a 15.5" (room to grow). There's no way you fit in a 11.5" saddle as a 10-year old.
Horsecrazy, if you're currently riding comfortably in a 15 or 16" Western, then you need at least a 17" English, or maybe a 17.5", as Corporal suggested.
