Help with my ottb

I have a 16 y/o OTTB. He is extremely fast when cantering. Actually, when I ask him to canter, he begins a gallop and is not smooth when transitioning. I don't know if it may be the bit because my hands are to hard (but if I don't use enough he will still go pretty fast in trot and canter). Is there a certain piece of tack that could help with this? What could I do training wise to get him to keep a slow canter and trot and respond more to my hands ( when I try to do indirect rein to turn and things he does not bend as well as I'd like and if I use my leg as well he will just go faster ) HELPPPP

Where are you in your training? If you're not experienced enough to ask properly, the horse won't know what you want.

I'd also like to know the extent of his training. If he responds properly to a sufficiently experienced rider, then it's you. If he's acting up with everyone, then I'd say there are gaps in his training as well.
