English saddles add 1-2 inches depending on make
Try riding in a 17, 17.5 or 18 and see which one fits you best

I'd be carefull bout buying a saddle that is cheap in quality. It's always better to spend a little more then to go with the first thing right off. Test ride some saddles and make sure what you are buying is one you really want. When I bought my first Dressage saddle, I loved it at first because I was so excited, but I ended up hating it because it made me fight to keep my position.

I don't know about the saddle size, but Dover Saddlery is a site that will have pretty good prices on any English thing that you need for your horse or you. Here is a checklist for the things I personaly can't ride without, but if you don't want to have to buy a lot of things you can just get jeans, paddock boots, and a helmit.

For You:
.half chaps
.johdpurs/breeches
.helmit
.leather gloves
.long riding socks
.paddock boots
For Your Horse
.bridle
.saddle (i'd get a used one to start off with)
.saddlepad
.girth
