They most definitely are. No protection. I felt very uncomfortable in my friends vest, and I am glad I didn't do any fences over BN that day.
I punched myself in the ribs a few times to feel how "protective" that vest was, and I felt every force of my punches. I also punched my sides where the laces were, and that hurt even more.
Horrible design. No protection at all.
I hear they are going to be making a rule where you have to have a certified vest on course, not sure when it'll be implimented, but if you are going to invest in a vest, I'd invest in one that is certified and meets the levels of safety standards.
To be honest, I wouldn't wear a vest that isn't certified and stamped with approval, even if that rule doesn't take effect.
