Need sizing help

Okay, so a full year into trying to find an eventing vest, I've switched gears to the Charles Owen ultra-lite vest. I have a question about sizing. Hopefully somebody here owns one. My chest and waist measurements put me solidly into the small category. However my over the shoulder measurement is easily a medium, maybe even a large. I'm all about tail bone coverage since that's where I always seem to land, but I don't want to be swimming in the thing. If I get the small, I'll be 2" short on that over the shoulder measurement. Thoughts?

The only custom size one I know of is Rodney Powell and they changed their styles to where my choices are ugly and butt ugly. Also, they fit like a turtle shell. These Charles Owen vests seem much more forgiving while still having the highest level of certification.
