Do you have any more pictures of him jumping? His form looks a little wonky in that picture

The majority of horses are more than capable to do the lower levels. I don't see any reason why you wouldn't be able to event him. And as for the iffy water thing, you'd have to get on with an eventing instructor and get out and school cross country to really get an idea of how he'd be. Getting used to the water is an ongoing thing, most horses can learn about cross country water, but many still hate stepping in puddles, it's totally different to them.
