    Ah, I get it : ]

    Well, I would definitely try raising them and see if that works. If not, maybe you could bit him up with a surcingle and side reins? Then he'll stay rounded while you're leading him and that'll make it hard for him to pace. If you work him in it for a while and scold him when he paces, you might be able to train him out of it.
