My 2 cents worth. Most Rockies and Kentucky Mountain horses take 7 - 8 years to gait very well at that height. It has something to do with the balance the shorter horses can achieve due to their size. She may have better luck trying to find that size in a Kentucky Mountain horse. Just be sure to try anything before purchasing as gait will be very different in each horse as some of the taller horses will also have a very long overstrike which will throw you back and forth in the saddle and not give a lot of comfort at a walk.
