    Helmets and Homework

So, for my Literature class, I have to write my own declaration of independence.
It's supposed to have the same frame as the real one, we can choose the subject.
I was wondering why I should legally have to wear a helmet while riding and why legally, I should be allowed to make that choice.

The property owner of my barn requires all riders, regardless of age/discipline to wear a helmet whenever riding on premises, so I thought I would use this.

Legally you are allowed to make that choice, on private property. You're also legally allowed to choose where you board, or to keep your horses at home.
Before you write your paper / declaration, make sure you consider WHY your BO requires all riders to wear a helmet (she's liable for you while you're riding on her property, insurance prices spike for riders not wearing helmets) and go from there.

This might not be the best topic if you're talking legalities, because nothing is forcing you to board at a 'helmets required' facility.
