Horse Cookies for Horsey Friends! Help Needed:)

So Im going to make horse Cookies/treats for my Horse friends..
I plan on making just regular horse treats with a Peppermint in it.. But I also wanna make one for each friend of a cut out horse treat in the Shape of the horse, and then one like this- WillieBakery Big Cookie Horse Treats and Snacks Health HorseLoverZ.com But I want to make it instead of buying it, Then I want to write on the "Ribbons" The friends name, and then their horses name.. and then put "1st Place" in the center. But here is my question... what in the world do I use for frosting?! Obviously it needs to be horse safe
What do you think???

Found a Recipe for horse Safe Icing on Raraequus!!!

Horse-Safe Cake Icing!

To make icing for your Horse Cake, take 1/2 cup plain unsweetened yogurt and add oat flour, tablespoon by tablespoon, until the mixture is stiff but still soft. (you can make your own oat flour by pulverizing non-instant oatmeal in a blender or food processor) Spoon into a zip lock bag, snip off one corner, and squeeze out a stream to spell words or add decorations to your cake.
