Fly's is a good one, or just a nice passport holder. The new additional "driver's license" sized passports you can get cost... I think $50. Maybe if instead of just saying "50 toward", you could specify it was for the additional wallet sized one.
Or, buckyballs...everyone loves those! :)

Oh, they are oodles of fun. They are bb (as in .177) sized high powered magnets that are addicting to play with.

Ps...I am in the loop b/c my daughter is 17. :)

Her fashions might change but there are store's that cater to all types. I personally shop at Holister or Abercrobie and my teenage foster kids do too - they have the best hoodies.

I get that gift cards are impersonal, but nothing makes me happier than a Barnes and Noble gift card. As a big reader, it's rough when someone else tries to choose my authors.

The trip jumped out at me.
If she is at all crafty or artsy, maybe a big scrapbook kit for the pictures of her trip. They make big kits geared towards travel, birthdays, baby,...etc.
One with lots of accessories that she and her friends could work on together after she comes back. She could make it into whatever she wanted.
Or, there are soooo many cool scrapbook/photo software kits for computers that allow you to do it all on a computer and share with friends.

Trip accessories, stylish travel purse/bag, camera storage, or tickets to somewhere very specific for a stop on her trip also come to mind.

Disclaimer: I don't have a 17 yro and am making blind suggestions here.

Personally, I always made a list of what I wanted for my birthday (small and slightly bigger) and gave one to all my aunts/uncles. I just get money now (I can get whatever I want) and I'm happy with that. I'm 18, btw.

I've also had one of my aunts take me out to the mall and give me their birthday limit and I got to pick what I wanted myself and still have them involved so they could put their opinion in on my choices. It got taken with them to wrap until my birthday, but it was still nice when I got it. :p

I'm 18, and I looooove gift cards! Art stores, book stores, clothes stores! Rain em on me! :P

You could always buy her a small "personal" gift for her traveling experience, and then a gift card as well so she can buy clothes or anything else she might need for the trip.

I love the scrapbook idea! She is very artsy. She loves to draw and paint and is very talented at it. I got her a funky super soft bright mixture of colours snuggie and matchy fluffy socks(she loves socks). I think I am going to get her the scrapbook kit to use for her trip. It will all go together really well I think.

Now to figure out what im getting hubby *sigh* On a great note, I have everyone else done! So I get to avoid the malls yippeeeeeeeeee!!!!!!
