It looks like resected white line disease or a large old abcess area.
I wouldn't think burning would be a good idea. How would one control how much was burned?
I'd go with the vet.

I showed this photo to my farrier this morning. He has seen this, many years ago. He said exactly what natisha posted. He said it looks like a hoof that was resected because of white line. He also said it was a very outdated practice for treating it.
