    Ditto what SMR said. It depends on the situation. If he were new to the owners and his feet were about to be worked on, I'd have no problem. But if he sat like that in the same owner's care for months like this, then I'd definitely be saying something.

    Yes definitely but it depends on if given to a new owner for care... Actually a lot of the horses I board at are semi rescues.. People who neglected or couldn't care for them. My gelding when I got him was neglected for seven months by a horse trainer who had too many horses and couldn't afford to take care of one more after his injury. He was bone thin, his hooves weren't trimmed for seven months and were very thrushy.. Months later I'm still having problems with his hooves and it's going to take time...

    So I can relate in this situation it would take a very long time for a horse to recover totally from this if it all
