The number of boarders can depend on who's doing all the barn work. Good barn help can be hard to get so the BO may opt to look after only so many horses.

Thanks for all the replies I've decided to make the move to the new place, now I just need to get up the nerve to tell my current BO. I'm pretty sure she'll understand that it's for my horse's welfare and not anything personal, and I've known them to welcome back people who have left to try other barns and not had it work out (usually because they tried to go somewhere else purely because it was cheaper) So, best case my horse is healthier, worst case I move back and admit it didn't work out

Good luck at the new barn. Hope your horses colic episodes stop.
Hope the current BO just takes it in stride and is not rude etc. That is just part of business.
