Can an eight month old filly get pregnant in winter?

In the field next to us there is a herd of horses. Two mares and their foals and a stallion. The filly is eight months old and the stallion is her dad. I'm wondering if there's a danger of her getting pregnant at her age. Can horses breed in winter?

She hasn't shown any signs of heat so I'm hoping everything is ok but I would like some other opinions.

While anything is possible the liklihood is pretty small. The filly should be removed from the herd well before spring though.
