Difference in false heat and true heat?

Okay, so here is a scenario for you.

Someone has a pregnant mare that was checked in foal by a experienced equine vet. 70 days into the pregnancy and the mare starts to act as if she is in heat. The winking, urinating, and the tint of red/pink in the vulva.

Here is the question, what is the different between false and true heat?

Anything, nothing... what? This is a curiousity question, I was thinking about it earlier.
