Does a stallion number mean gelded once matured?

I'm not sure if this is in the right place or not but please feel free to move it if not thanks. I have a question about an 11 year old gelding and what is on his passport. He has a stallion number and is registered with the Highland Pony Society. Is every colt born that is registered issued with a stallion number or is this indicative of him being used as a stallion prior to being gelded? Is quite bolshy/pushy/bargy if you let him.

I am not sure how it works there, but I would ASSUME he was used as a stallion.

That's what I thought too but I have never had a gelding always mares. He also is majorly muscled and developed like a stallion. I have been doing some research and seems to be that he was gelded as a 4 year old is that quite late? And if so i'm assuming that's why he's quite bolshy and bossy although this could of course be because he's been allowed to get away with that kind of behaviour. I gave him a brush this morning and he set off walking/pulling away from me quite strongly and managed to drag me a short distance before I gave a firm pull on the halter to bring his head back round towards me and swing his hind end away he didn't attempt it again and stood quietly to be groomed. I then took him for an in hand walk down the road and he started to walk ahead of me but soon got the idea that he was to walk at the side of me not ahead think this boy is seeing what he can get away with.
