One parent with papers

I am buying a paint/quarter horse. Her mother is not registered, but the father is. Is it possible to have her registered of only one of the parents' have papers? I have the breeder's information and the dad's information. Can I register her under PtHA?

As long as she has qualifying white she can be registered as a pinto. Pinto is a color registry as opposed to APHA which is a breed registry. She needs to have four inches of white with pink skin underneath in the right areas. They have all info on their website.
