Is it safe to breed a Welsh A mare to a Welsh D stallion?

I know Welsh C's are traditionally the result of breeding a Welsh A to a Welsh D, but is it "safe" for the mare to be the A? Would it put her at a greater risk for carrying and foaling than a same-size breeding?

Also, does foal height bias towards mare height, or is it really just somewhere in the middle with a good does of luck of the draw?

My vet's general recommendations are if there is more than one hand height difference and a a heavier build not to chance it. Similar height different build is less risky and preferable is large mare.That said I have a friend that breeds her saddle mares to a Belgian. Their heights are close but build is different. She hasn't had issues but as I said height is close. I'd also think if you were monitoring and had a vet on hand or really close you may consider that. Mares control fetal growth but that doesn't mean 100% of the time there won't be issues based on size.
