I was just talking to my mom's friend and she said that you don't need the horse's parents to be registered in order to register the horse produced.
Is that true?

It depends on what you mean. If you want a foal to be registered with AQHA then at least one parent MUST be registered with with AQHA the other can be AQHA or J/C no other recognized cross is allowed with AQHA not even APHA.
Now APHA. Again one parent MUST be APHA registered. The only recognized cross for APHA is AQHA and J/C. No other cross can be registered.
