My arab does that all the time, and not just undersaddle. He does it in the field when something either pisses him off, he is excited, something spooks him, or he is acting studdy (he is gelded but we think it was late as he will do a "full" tease). With him it definetly isn't a training thing, it's more of a way to express himself.
