It is most definantly a palomino, whether it be sooty or dirty with dapples it is a palomino and is easily distinguished by its white mane and tail.

It looks like a dirty white mane and tail to me.

Besides, sooty can affect the mane and tail as well as the coat.

Yeah his tail is like..a dark yellow/goldish color. :)
