Has anyone succesfully got a new title for a BLM Mustang?

I just recently adopted a BLM mustang from a horse rescue but they didn't have his paperwork. The previous owner had lost it and taken him to auction where he couldn't be sold without it. So the previous owners sold him to a meat truck driver and the horse rescue owner saw it and bought him off the meat truck. However I am left with no papers for him and I have been doing some looking and he can actually be considered stolen from what I have read if I don't have his paper work. Does anyone know how to get new paper work for him? I know what his brand says I have read it and email BLM several times but never got any response.

The BLM only issues one certificate of title for a horse. They do not re-issue titles to subsequent owners. There is an organization (USWHBA) that maintains a registry of wild horses.
