Were his registration papers given to you signed by the previous owner ?

Yes if you have the papers you'll be able to do a transfer through the appropriate authority. If you don't have the papers you'll have to track them down and sometimes that's not possible.

Good luck!!

Yes I have his registration papers, but the old owner never put him in her name so he is still under the breeders name, so what do I do?

And no they are not signed

You are going to have to have the breeder sign them over. Without that you basically have an unregistered horse.

Call them and ask them if they will sign them for you - I had to do this with my Paint mare. The person(and a few before them) who I bought her from never transferred her so I had to track down the woman who last owned her and she happily agreed to sign them and sent them back to me.
If they refuse just call the registry and explain to them you have the papers and a bill of sale but they refuse to sign. They should do something for you, but every registry is different I suppose.

I have contacted the Arabian Horse Association and I guess I will have to contact the breeder, It doesnt cost as much as I thought it would be, So I will try calling them today....Thanks

Well I guess I never looked at the papers very good, because they are signed on the back, so I just have to fill out the buyers section and mail them in along with money of course
