What breed do you think he is?

I have a little pony coming here for a while to do some training and be sold. The lady who is bringing him to me doesnt know his breed. Im finding it hard to tell exactly myself. He looks like he has a shetland head but the body isnt very shettie like.

Anyways I've added a couple of pics. They arent fantastic pics as I only have the ones she has sent me of him as he isnt here yet for me to take more pics.

Also, im unsure what colour he would be classified as. Im thinking buckskin but the more I look the more im not sure if I would classify him as a buckskin.

Strikes me as one of the old breeds from England, like Dartmoor or Exmoor? Fell or Dales? I don't see much Shetland, and color is unusual for Welsh.

I would say a welsh C X newforest.

Defo not a fell or a dales.
Could be a bit of Dartmoor or Exmoor
But safley id say welsh C X newforest

Welsh C because of the body (mabey a steel grey) and newforest because of the head and colour (dark bay or grey mabey)
They neck is verry newforest though.

He looks like a welsh cross to me...what a cutie! I could be totally off on this,but he looks kinda like a bay roan to me...?
