No, TB's are not always "huge" horses. And the cross would not necessarily have to be something "very small" for her to be 14hh.

Another vote for QH here. Look at her head, it is fairly well typical for a QH - short and thick. She is heavy in the jowls, think through the chest, and has a well built hind end. She is built downhill, another trait fairly common to QHs. This would also rule out TB for me - I would expect most TBs to be slightly uphill or level.
