What breed does he look to be?

Okay, so Im SOOOO confused on what breed his is. My friend and I keep arguing about what breed he is, she thinks that he has Shetland in him and I think otherwise. So I just wanted to see what yall's opinion on what you think he is. He is about 14 hands high and yes I know he may seem "fluffy" but that's all winter fur. He is loosing it and will soon be lean and muscular like he was before. In my opinion he has some palamino in him since he is gold in color. But he has reddish stockings and that changes my opinion a little bit. He looks short and stocky unlike alot of horses around here that look tall and slender. And his mane and tail has a mixture of white and gold which also throws me off on what breed he is, also his dark muzzle throws me off a bit.

I don't know what he is but I just wanted to say palomino is a color not a breed.

what did you mean by it then??? He isn't a palamino in any way, He's a sorrel/chesnut.

Breed wise he kinda looks like a cob or even like a fjord.

He has a dorsal stripe, forgot to mention that part. I don't see how you see Chestnut at all.

Looks like a red dun (you can see barring on his legs, as well as dorsal stripe) to me as well as being a Fjord cross, which would definitely account for the color as all Fjords are dun of some variation.

Also, does he have a 2-toned mane? In the pics it appears so, which is another strong Fjord characteristic
