What breed of horse is this?

Can someone tell me what breed of horse this is? The picture was taken on my great-grandfather's dairy farm in Clarksburg, WV, in the '40's. My great-grandparents immigrated from Asturias, Spain, in 1915. The fellow with the horse is the hired hand who worked the farm for many years. Thank you for the information!

I don't know about him being a cross, but who knows.
Do you have any other info on this guy? His name? Gender?

I was also thinking it might be a belgian because like with alot of draft breeds today they were breed to be more refined but back then I think they were more stocky
