What pony breed?

So I've had this pony for a while now and I've been told he's everything from an exmoor, new forest, welsh, shetland, to a wild pony. I just have no idea, I can't find "him" in any books.
Anyone have any ideas what breed he really is? We're in the Mass, in US, he came to our rescue from a family who got him from a horse trader. He's got a lot of spit and vinegar in him :P We go for hikes and do unmounted agility. He's about 9 hands (rough measurement) and 450lbs.

Shetland cross something, maybe a fine boned NF.

Could have some Icelandic too. That would explain the color....hmm....
