Why does APHA bother separating the different patterns?

Here's my legitimate question:

Is it just for the halter color classes? What's the point?

And here's my rant:

It seems so pointless to me. Their tobianos are never just tobiano, and they're causing people to breed two possible frames without testing them because they think they're plain old tobianos. Overo is three different patterns. And wth is tovero?

They actually have accurate genetics information on their website, but why don't they transfer it to the pattern sections?

Yes it is for the classes. It also depends on the people because a lot of people prefer one pattern over another.
