Don't beat yourself up too much. Its hard to understand that you pay someone to take care of something...a live animal...and they can't do it. They are paid for it! And from the look of that arena........well, you can imagine what I'm thinking.
She is not emaciated. Just skinny. She will plump back up. From the evidence brought forth in the details you've described, I'd say its not ulcers. 1 Horse skinny, maybe, but all 3? No way. Just a lack of food. Id keep the beet pulp, add soaked alfalfa pellets and keep her on good quality hay.
She'll be back up to weight in no time.
