Event Prospect

What do you guys think of this OTTB? I think he has nice confo, not perfect, maybe short legs? What do think of his potential as prelim/intermediate? Of course, that has a lot to do with mind and movement, but just based on his conformation for now.

Hard to tell from just the one photo as he doesnt appear to be standing perfectly straight.
This guys needs alot of muscle in his front end and especially his neck. I don't really like the look of his girth/chest, it should be deeper and there is something off with his back legs, though without a proper picture it's hard to tell if he is cowhocked or just wide-set.
Feet look small but he's got nice short pasterns
