Help Me Critique this Guy?

I saw this guy on AC4H Horse Broker's Facebook page -- not sure what breed -- just wanted to see what everyone's opinion of him is. I am NOT rescuing, just looking to expand my knowledge of horse confo.

I know it's not the best photo but . . .
This is what I see:
-Round should, maybe slightly steep
-a back that's a little too long
-I think he has good pastern angles
- his feet look slightly small for his build
-legs look strait in the front, possibly camped under/sickled hocked in back
- I think I like his hind quarters, though I don't know why
-short neck but ideal in shape ?

Could be just the way he is standing in this photo, but he looks to be in some discomfort though his back or pelvis to me. Quite a long back and long, weak coupled. I think your analysis is pretty much what I see too... Adding very high neck set and that he is much heavier in the for quarters than the rear. Looks like a driving breed based on shoulder and neck to me.
