need critique of twh withers and downhill

Hi Everyone...
I am thinking he might be a saddling nightmare. He is 15 and has not been ridden much in the past few years so he has lost a lot of his muscles...thoughts on back and saddle??? Western.

Looks kinda malnouriished as well as under muscled. Id fatten him up and get him in shape a bit before sinking money into a saddle, I don't see why a gaited saddel wouldnt work for him at that point.

I am having the vet check on him tomorrow....I heard he was in a herd of thirty before this lady got him
