It is probably dry and sunbleached. I have dyed my black mare's sunbleached mane with no issues. If you don't get it on the skin, it's usually fine to dye it. If you want to keep it from frizzing, when I bathe the horse, I leave some conditioner in the hair and if I have a show, I wash it so its clean and don't leave conditioner in. I don't know how you could dye a forelock though...

Hair dye. Same stuff you would use on your hair. Put it in the hair, put the tail in a long bag (to prevent a swish of the tail ending up on your horses coat). Leave for 10 mins longer then reccomended time. Rinse out (being careful to rinse back legs realy well as well).

RIDE your horse FORWARDS and keep him STRAIGHT

Instead of using actual hair dye, I recommend using Quic Black horse shampoo. The stuff is amazing! I use it on my bay show horse. It enhances and darkens your horses tail safely, and makes it shiny and silky. You can get it at most horse sites including: Dover, Statelinetack, Rods, SSTack, and SmithBrothers. It is a bit pricey, usually about $8.00 a bottle but you don't have to use very much.

I also used the permanent hair dye-on my horses mane. Worked great! The Quik black is good stuff, but does not color it and won't last long at all. It is more a color enhancer.

I'm too paranoid to actually dye my horses tail so I just spray it with Shapley's Show Touch Up before I show.

I would suggest Quick Black for a short fix-up, but if you would like a more permanent color, use hair dye. Iv'e seen quite a few people use it on their horses, and it looks pretty good:)

i think im just going to dye it this spring before show season. its so light brown in some places i dont think the quick black will really do much. i use that on his coat and never notice much of a difference. i think as long as i condition it, it wont dry out too much from the dye :)

I have always used vetrolin's conditioner with solar guard on my horse's tails and it keeps them amazing.
After you've dyed it use that, and the rest of the vetrolin products - I swear by them and they smell great!

I once dyed a horse called Bens mane for a show... It turned out great. But use aa cross rope while you do it. Ben was jumpy even in the Cross rope.
