Is this also the same pony whose face is swollen and folks have said it wasn't the electric fence and perhaps a vet should be called?
Is the swelling still there? Was a vet called out?
If this pony is on your parents farm, who in your family or family friends has a lot of horse experience to help you.
It is sounding more and more that you do need hands-on guidance that you cannot get from a forum before you get hurt and the pony ends up hurt and/or with some very manners
My horse always had a big issue with standing still, but I tied him up for a while and checked up on him, and he pawed and threw a little hissy fit (I'M NOT ABUSING HIM. It was a safe post and I watched him where he couldn't see me) but got over it. Ever since, when I ask him to stand for grooming he does it without question. I don't tie him, or ground tie., I just throw the lead rope over his neck and brush him in his paddock and he stands. ( Note: He is super high energy so this was a major accomplishment)
