Clipping just the face?

By all means trim under the jaw, but you were talking about clipping only his head which means to me, taking all the hair off not just trimming his jaw.

I never trim the whiskers off the horses muzzles as these are 'feelers' for them.

I was going to do his whole face, but dull clippers make it difficult

I body clipped my horse for the first time this year (trace clip). I didn't clip his face, but I did end up clipping under his jaw for the same reason- I kept catching his hair in the buckles of his bridle.
