Clydesdale Bobs/buns?

I don't know what they're called really. They are normally on parade horses and they are little buns on top of the neck going all the way down. They aren't huge but they aren't hunter jumper small either, about medium. Probably about an inch in diameter when looked down on from the top?
Does anyone know a relatively easy way to get these to stick straight up on the crest of her neck like they should instead of flop off to the side?
I used a regular braiding hair band to get hers to stay up today but they weren't facing up, more like buns just hanging on the side of her neck and I want them to be sticking straight up.

Mane rolls with mane flowers! I would def. Look at the link above and remember that the mane roll has to be TIGHT, as for flowers we can never get ours to stick straight up on our haffies (but then again we do use those type of flowers) but I have heard an easy way to put them in and stuff is to use hair clips.
