Dry Skin or worse?

So, I posted about Mane & Tail yesterday/the other day and had some responses that were helpful. I didn't post this part but didn't feel the need to do so, now I'm concerned.

While Chili's mane is greasy feeling, where it is ripped, the skin is extremely flaky and dry. Gross flaky. When I went to the barn today and let her out, I combed my fingers through her mane to get any tangles out and noticed the flakiness isn't just in the ripped out area but all throughout her mane. I took a couple of photos...

Mebbe, but if it is, it's a NASTY case of it. The 1st photo is what it usually looks like, very clumpy - icky.

That's what my geldings tail looks like. When it is warm enough to bathe her get medicated horse shampoo or just head n shoulders.then scrub rinse scrub rinse then condition. Try to wash and condition every other week when you can and don't use heavy greasy products. But you have to keep it moisturized so the skin doesn't over compensate for dryness. Good luck. Oh and I would shave her mane so it grows out healthy and the same length.
