Hair coming out in chunks?!

So Lola's legs are being weird. I noticed her on her back leg at the fetlock there is a big chunk of hair missing and all you can see is skin. It is on both sides of the fetlock. I thought maybe she rubbed it off or something. But the other day someone was checking her front leg..He was rubbing around the fetlock and the pastern and her hair all came off. So all there is is skin there too..

Does anyone know why her hair is totally coming off? Does it has something to do with shedding?

I would guess rain rot, we had the same thing awile back and that's what it was.
