Ouch, that's pretty cold! Maybe instead of a full on bath you can just use some wet rags and rub him down. I've given my mare a bath in like... 50 degree weather because I had to and me and my friend rubbed her down on both sides to help dry her faster and warm her up, but 35 is low! Unless you had heated water or something and cold rub him down after...
I would not bathe in this weather ever. It just isn't worth it.
It is not worth my horse to be myserably cold just for a brushed main and tail.
There are plenty of products that you can use. Use your elbow grease.
I was just worried about the fact that she has a lot of mud and what looks like manure matted in her coat. Like I said, I rescued her and just want to take good care of her. Thank you for all of your advice and help.
I would not bathe in those temperatures. My horse actually does not get cold as long as its in the high 50s and the water is not ice cold. You can get a portable water heater from valley vet or dover I think and if you get a warm day in the high 50s or above then bathe her. However make sure you dry her with a towel or blow dryer and set the dryer on warm not cool or hot. And then rub and blow her till she dries. Don't forget her underbelly.and if she is under weight just don't do it. They do better when they are ideal weight. But if you arnt expecting warm weather for a while then get a FURminator. I havent used it but I will probably get one before spring I hear good things about them but they are a little pricey. Im sure it would help alot though. And if all else fails clip her and keep a heavy rug on her.
If its just mud caked up in her fur then use a sponge and a bucket of warm water and scrub her in small areas at a time letting the area you just washed have a few minutes to dry. Help speed up drying by rubbing and blow drying. You can use a cheap blow dryer as long as it has a cool or warm setting.

I'm with the others, it's a bit cold to bathe now. Some good elbow grease and maybe detangling products (cowboy magic) will go a long way. Don't be afraid to push a bit hard with a curry, of course not on the face or legs though.
